History of Bingo moving from Atlanta to New York through Edwin Lowe

Variations of bingo have been played in Italy, France and other parts of Europe for hundreds of years.

The history of the game in the US has some noteworthy events. In a carnival near Atlanta, Georgia people played the game Beano in 1929. The game was noticed by Edwin S. Lowe from New York. Edwin Lowe, one of the luckiest toy salesmen in history, saw that the only tent open was the Beano tent. Noticing that the tent was very crowded, Edwin Lowe realized the game was special. Edwin Lowe stood on tiptoes and peered over the shoulders of the participants. Edwin Lowe didn't get to play the game but he enjoyed watching the excited crowd. The action centered on a horseshoe shaped table covered with numbered cards and beans. The Beano game being played was a variation of Lotto. The caller/pitchman, pulled small numbered wooden disks from an old cigar box and called the number out loud. The bingo players responded by checking their card to see if they had the number called. If they had the number called, they would place a bean on the number. The process went on until some someone filled a line of numbers on their card in a horizontal, vertical or diagonal line. Making a line was marked by the shout of "Beano!" The winner received a small Kewpie doll.

Edwin Lowe changed history by introducing the game to his friends in New York. One of his friends also changed history by mistakenly yelling "BINGO!" in her excitement. Edwin Lowe's Bingo caught on and Edwin Lowe asked competitors to pay him $1 per year to allow them to call their games Bingo as well.

Not long after Bingo hit the market, Edwin Lowe was approached by a priest from Wilkes-Barre, Pennsylvania. The priest had a problem in his parish, he needed to raise money. A parishioner had come up with the idea of using Bingo as a way to get the church out of its financial troubles. This wasn't the first time in history that a church turned to gambling for help. The Bible talks about Jesus going through the church and being upset about all the gambling in place. Of course that was a long time ago, almost anceint history. I don't think Jesus would have the same type of rage towards bingo in churches as he did about the type of gambling going on in his time. The priest had put the scheme into operation after buying several sets of Lowe's $2.00 Bingo game. The priest saw problems right away when it was found that each game produced half a dozen or more winners. Edwin Lowe could see the tremendous fund raising possibilities of Bingo, but at the same time, he knew more combinations were necessary to make the game workable on this large of a scale. To get more combinations, Edwin Lowe sought the services of an elderly professor of mathematics at Columbia University named Carl Leffler. Edwin Lowe asked the professor to devise 6,000 new Bingo cards with non repeating number groups. The professor agreed to a fee that remunerated him on a per card basis. As the professor kept going, each card became increasingly difficult. In the end the Edwin Lowe Company had 6,000 cards, changing the history of bingo yet again. It is interesting to know that mathematically there are 1,474,200 unique Bingo cards possible. The cards helped save the church of Wilkes-Barre.

The enthusiasm for bingo spread quickly. Soon a monthly news letter called The Blotter (absorbs all Bingo news) was distributed to almost 40k people. By 1934 there were an estimated 10k Bingo games a week, and Edwin Lowe's firm had a thousand employees frantically trying to keep up with demand. Edwin Lowe had entire floors of a New York office space, and 64 presses printing 24 hours a day. The largest Bingo game in history was played in New York's Teaneck Armory with 60k players, with another 10k being turned away at the door. 10 cars were given away in the event. Bingo was off to a fast start and had reserved itself next to baseball and apple pie - thanks to Edwin Lowe and Professor Leffler.

By the 1940's Bingo games had sprung up all over the country with thousands of games being played every week. Today Bingo games can be found all over the world.

The bingo game's tools consisted of dried beans, a rubber number stamp and a piece of cardboard. Players’ yelled “beano” if they filled a line of numbers on their card. A New York toy salesman named Edwin Lowe, observed the game and then introduced it to his friends in New York where one of them mistakenly yelled "BINGO!" in her excitement.

By the 1940's Bingo games had sprung up all over the country with thousands of games being played every week. Today more than $90 million dollars are spent on bingo each week in North America alone.

How to Play Bingo

Check out this online bingo article on how to play bingo. Playing Bingo (and online bingo) is easy once you know the rules. While bingo hall and online bingo rules do vary slightly in format, the essence of the game remains the same.

There are 75 possible BINGO numbers with each number represented by a colored ball in a large rotating bin. Each ball is painted with a unique BINGO number. An announcer spins the bin, reaches in, selects a ball, and announces it to the room. The players check their cards to see if the called number appears on the card. If it is, they mark it. When a player has a BINGO, he or she calls out BINGO.

The game pauses while the win is verified. If there was a valid win, the game stops and a new game begins. If the card wasn't a winner, the game proceeds where it left off. Each BINGO game proceeds until someone wins. Every BINGO game has a winning card, so a player's chances of winning depend on the number of cards in the game and how many cards s/he is playing.

Online bingo games have a caller and/or display board for the bingo numbers. The game pattern is also displayed. Some games automatically mark the numbers on your card for you which allow online bingo players to purchase a larger amount of cards since it is easier to keep track of all the numbers called. When playing online bingo, your bingo cards are randomly selected for you and there are a maximum number of cards you can play during each game. The maximum cards allowed vary on each online bingo site.

THE BINGO ACT 1996

All bingo operators will be required to obtain their bingo cards/paper by first paying the tax to the Department of Revenue.

Upon payment of the tax, the Department of Revenue will authorize a qualified distributor to sell cards/paper to the bingo operator. However, the cards may be obtained in advance so long as the fee is paid by certified check within 15 days of obtaining the cards. No more cards can be sold until the fees have been paid on the prior purchase of cards.

The Department of Revenue must collect 16.5 cents per dollar face value of the bingo cards (except for Class C nonprofit organizations.) Twenty-six percent of this revenue will be distributed to the sponsoring charities, with the remainder distributed in accordance with the statute for governmental purposes.

The Department of Revenue will make distributions to the sponsoring charities from the tax received by the last day of the month following the month the revenue was collected.

A promoter is limited to five licenses. Prior law allowed the promoter to have ten licenses.

At least fifty percent of the gross proceeds for the sale of bingo cards must be returned to the players in the form of prizes.

A bingo operation may take in only two times more in gross proceeds that the prize money for that session. Any excess over that amount is subject to a tax, equal to the amount of the excess. The excess must be remitted with the quarterly financial report filed with the Department of Revenue. The bingo tax, including the "excess portion" tax is distributable in accordance with Code Section 12-21-4190.

In addition to the price of the cards, a bingo operation must charge an entrance fee as follows: Class AA -$18; Class B -$5; Class C -no entrance fee. Class D and Class E may impose a fee at their option as follows: Class D -$5 and Class E -$5.

No more that one nonprofit organization may operate bingo in a building. Bingo cards cannot be sold or transferred among other bingo organizations, distributors, or manufacturers.

Manufacturers and distributors of bingo cards must be licensed. The manufacturer's license will be $5,000 per year and the distributor's license will be $2,000 per year. Manufacturers and distributors will be required to file a quarterly report with the Department of Revenue.

Manufacturers, distributors, organizations and promoters may only be licensed in one capacity. For example, promoters cannot be distributors and manufacturers cannot be distributors.

All bingo licenses, regardless of the date of issue, will expire after September 30, 1997. A new application must be submitted for each organization. The new license will become effective October 1, 1997.

A nonprofit organization must be organized and operated for charitable, religious, or fraternal purposes and must be exempt from federal income taxes as wither a 501(c)(3), 501(c)(4), 501(c)(8), 501(c)(10), or 501(c)(19) organization. Nonprofit organizations not meeting these criteria may not conduct bingo in South Carolina.

Bingo Games may only occur between the twelve hour period of one o'clock p.m. and one o'clock a.m.

The nonprofit organization must notify the Department of Revenue of a change in the time and place of the bingo game at least thirty days prior to the change.

Bingo Terminology & Jargon (A-I)

Admission Packet
A minimum number of cards that you must purchase as the price of admission. Typically you must purchase an Admission Packet, which usually contains three to six cards for every regular game, and may also contain some special games. Bingo Board
A display board, usually electronic that lights up showing each number as it is called.

Blackout pattern
Where you must cover the whole card to win.

Blower
A forced-air device that mixes the bingo balls and dispenses them to the caller who announces the number and displays it on a bingo board.

Bonanza Bingo
A progressive coverall Jackpot that is usually played as the 13th game of the session.

Buy-In
Buying bingo cards or an Admission Packet. Converting cash into bingo cards.

Caller
The person (or machine) who calls out the bingo numbers for the players.

Card
A card containing 24 numbered spaces and one free space (blank), with which you play BINGO. The numbers are assigned at random on each card and are arranged in five columns of five numbers each by five rows (5 x 5 = 25 in total including the blank square.

Consolation Prize
The prize or prizes offered on some special games if there is no winner in a predetermined number of calls.

Coverall
Pattern where you must cover the whole card to win.

Dauber
Bingo dauber is ink-filled bottle/pen with a foam tip on it used to mark called numbers. When you touch the bingo card with the foam tip it marks the square.

Early bird game
A bingo game that starts before another regularly scheduled game.

Flimsy, Flimsies
Bingo cards printed on thin sheets of paper. There are usually three cards printed on a single sheet but flimsies are also printed in one, two, four, six or 9-card formats.

Free Space
The center square of the card, which does not have a number assigned to it. It's like a Joker or a Wild square.

G.T.I., T.E.D.
An electronic dauber system used to play multiple packs at once. These usually require a rental fee and only one is allowed per player.

Game Board, Gameboard
An electronic display that is attached to the bingo board to show the pattern needed to win that particular game. It looks like a bingo card and shows what variation of bingo you are playing on that particular game on the program.

Hard Card
A bingo card printed on heavy cardboard material usually with shutters to cover each number as it is called out.

Hardway Bingo, Hard-Way Bingo
Bingo in a straight line without the use of the free space.

Nicknames

On The Way
The game played prior to the blackout on the same card.

On
A player is said to be “On” when one or more cards they are playing needs only one more number for a bingo.

Pattern
The shape you need to cover on your card with called out numbers. You only need the numbers that form the pattern to win the game. The most basic patterns are straight lines in a horizontal, vertical or diagonal direction. One popular pattern is the "blackout" or "coverall" where you have to cover the whole card to win.

Payout
The percentage of sales paid out by the House. The average payout among all bingo halls is approximately 75 percent. This compares with a payout of approximately 45 percent on state lottery games.

Postage Stamp Pattern
Matching four numbers to form a postage stamp (a 2 x 2 grid) in any of the four corners.

Progressive Jackpot
