The most important thing, in my opinion is to have a very loose grip and also a loose bridge to allow the shaft to deviate from its normal path.

Here's an article I wrote for PQB:

Whip Draw
By Eric “The Preacher” Yow! Esquire
WPA Masse World Champion
In professional Artistic Pool competitions, one of the most difficult stroke shots is the “2mm draw” shot. While the technique is applied with a draw stroke in only this shot in the current Artistic Pool shot program, in Artistic Billiards the shot is utilized often. There, it has taken the name “Whip Shot” or “Whip Draw,” due to the nature of its whipping action (sideways) before the spin takes.
In the most recent tournament, the 2007 WPA World Artistic Pool Championship, I was competing with Gabi Visoiu, a rookie, yet quite the worthy adversary. I was ahead in this match of the finals, but only by a few points. I chose to shoot this shot against him because I was confident that I would make it, and fairly confident that he would miss it. After three tries each, we both missed it, though only narrowly. But, I kept in mind what corrections I would make if I shot it again. At the end of the match, I barely beat this ferocious competitor and progressed to battle Luke Szywala.
Against Luke, towards the end of our quarter-finals match, I was down by a few points. I had to pick a hard shot to regain the lead. I knew I had just missed the Whip Draw against Gabi but I was sure I could make the necessary corrections. I made it on my first attempt! And wouldn’t you know it, Luke missed, giving me the lead! He came from behind and still beat me, but it was an honor being ahead of the World Champion Luke Szywala for a short stretch, thanks to this shot.
To set up, place the cue ball 2mm away from the object ball, both in line with the corner. Aim extremely low, but just inside the ‘miscue circle.’ Apply a bit of right hand spin, perhaps a tip. Depending on the rigidity of your shaft, you may need to shoot further from center, or closer. Aim at ½ diamond up from the corner, as displayed by the black line. Trust me. You’ll want to stroke fast, but not necessarily hard. Try using a closer bridge hand and a loose grip hand. When you hit it just right, you’ll hear a “crack” sound that you’ve probably never heard before, or at least not one you would associate with a particular shot.
Simply put, you need the cue stick to leave the cue ball almost as soon as it is struck. This will allow the cue ball to whip sideways instead of getting a double kiss and being projected forward. The unique sound you hear is the sound of the cue stick hitting the ball then the cue ball striking the object ball instantly thereafter. If the white isn’t drawing enough, vary your aim point on the long rail and try hitting softer. You’ll get the hang of it! Then, when this shot comes up in a game and you must avoid a double kiss, you’ll amaze your opponent with this beautiful stroke.
