Help on a cheating situation with a twist |

Ok well first off, someone saw a guy pulling chips out of the pot while he was not in the hand, but didn't want to rat him out cuz the thief is stronger. We still want to remain friends but we don't want him to cheat and we want our home games to be much safer from cheating. We were gonna have 1 guy talk to him and tell him to stop . . . but after he lost for the night . . . he was complaining about someone else cheating that night
Someone else, while he was dealing, rivered a royal flush when he only held the A and k-10 was on the board. I am 99% sure this was not a stack. He won 2.75 (we play .50/1$ blinds) because nobody called his 5$ bet after the river.
So the "cheater" mentioned in the first paragraph is saying this was a stack, although he was not mad that night when it happened. He says he won't play with us now and is being a jerk.
Well thats fine, but we were very close friends and now it appears like we might not be friends, only because i argued with him that it was not a stack . . .
What can i do to keep the cheaters friendship??
Also from now on we are using a cutcard and a cut is mandatory before the hand can be dealt. Also we are saying after the betting round is over push the chips to the middle and LEAVE them there, only player to touch them is the winner.
So what can do so he'll continue being friends and continue to play poker? My thoughts are the above mentioned rules and let him cool off for a couple days and realize he shouldn't be mad at me for disagreeing

We had a similar situation. The one kid was dealing and my friend caught him dealing from the bottom of the deck in the middle of the hand. While he's dealing, he goes "I just saw you deal from the bottom of the deck." The kid dealing goes "mis-deal." Another time we saw 4 kings on the board, and he was holding a king for some reason. He rigged the deck. Some of the kids are friends with him and still play poker with him at the local casino, but he doesn't play in our home game.
Another time we had some freshmen try to take back his blind. I caught him and almost threw him out of my house. Make sure you keep an eye on things and have a big guy to back you up.
