Need Some Help With Home Tournament Setup |

Ok, I've played in lots of home tournaments as well as big casino tournaments, but I'm still gonna ask a few dumb questions, and I'm sure that some of the elite members of 21ace can help me out. Here's what I'm working with...
2 tabels, probably about 18 people. Each table obviously starts with 9 people. Everyone starts with $10K in chips. Here are my questions...
As people are knocked out, when do you start moving people from table to table? Obviously you don't want to have 8 people left at one table, and like 3 people at the other table. When do you start combining people? Also, how do you determine who moves to another table (short stack, chip leader)? And finally, when a new person sits down at a new table, do they have to wait until after the button, or what?
Just FYI, I'm not worried about the blinds/antes. I got that under control.
Any help would be appreciated.

This is what i do:
First off, you combine to make 1 table when their is one 10 people if you can fit that, or else when their is 9 people. As for switching people up, you do that when you want even them out obviously. But the way i choose is whoever it is by whoever is actually in the middle of the stacks. So lets say Table A has 8 people and Table B has 7. Table B with 7 loss a player, so Table A has to give one player to even out at 7. If the stacks at Table A are (this is completely random numbers) 1000, 900, 850, 700, 550, 500, 500, and 350, then either the guy with 700 or 550 goes to the other table. Probably it will be the guy with the easier stack to move.
Of course we don't count stacks, so whoever looks the closest is the one we choose.

Random. Have people pick cards out of a hat like you would when you seat people.
Generally, with 2 tables, dont move people. Its a waist of time, and its not a big multi event where you wanna keep the tables full.
You play all the way down to a single table of 9 or 10 people, which ever you wish.
In that case (assuming you play down to 9), if table A has 3 players and table B has 7 players, you either play till table A gets HU, or a player at table B busts.
This also speeds thing up without changing time in blind levels.

As soon as someones knocked out, even the tables if they aren't already. U want to keep the same amount of players at each table when ever possible to make it fair. The reason behind it is because a table with less people will eliminate each other faster than a table with more. The short table is at a disadvantage.

You combine tables once it's 5 & 5. If you can't fit 10 at a table, 5 & 4.

It should always be random. Have each player draw a card, (if it's seat 6 that has to be filled) it's who ever gets the 6 moves to that seat.
Eg: There's 8 at table A and 6 at table B as seat 2 table B was just eliminated. Take 8 cards from a deck, Ace through Eight, and fan them on table A. Who ever draws the 2 is moved from table A, to table B in the newly vacant seat. The cards you use for this should be from a deck other than the ones in play so the action doesn't slow down. The host should have these cards ready before the situation occurs, again, so the action doesn't slow down.

They aren't delt in, in the blinds or as the button. Otherwise, they can be dealt in right away.
I recommend numbering the spots on the table.

There is software that will keep track of all of that. Blinds, payout, seating, house cut, bounty, etc.
Poker tournament manager is one of them.
