Ive learned the stevens control and was wondering whether the stevens cull worked on the same principle of blocking off.

Technically, blocking off is NOT the Stevens cull or Stevens control, but they use that principle as part of the cull or control.
You can effectively use five different strategies:
1. Blocking off
2. Estimation
3. Stepping
4. A break
5. A jog
There are strategies you can use to assist with any of these to make it more accurate, increase the speed, etc. How you manage it from there determines the type of cull or control it becomes. The proper use of the Stevens cull is very precise and has a great deal of appeal, but also some drawbacks, likewise for most of the others.

Fulves in his Riffle Shuffle Techinques is explaining Stevens controls. My advice is to get all Fulves books on Riffle SHuffle Techniques including Riffle Shuffle Methods...
