you have lots of different options, its more a personal choice, because everyone has different styles, the best thing would be to download free trials and find out what you like, as for price, you wont be able to get a professional grade editor for 120, but there are tons of editors in taht price range that will do amazing things, and will be user friendly, Power director is really nice, not sure how much it is, but its definetly a nice option...
Just continue to look around over the internet...

If you want something really easy then you might consider Studio from Pinnacle. It should be in the price range.

I also use Magix Movie Edit Pro. It works really well and is very user-friendly (unlike Vegas or Premiere). Magix costs about $50 at Best Buy.
